Detail:
The program is administered by FQRNT but candidates from all disciplines are eligible to apply: Computer Science, Engineering, Fine Arts, Health Sciences, Humanities, Pure Sciences, and Social Sciences etc.
Candidates cannot apply directly to the agency they must be nominated by a University. Only candidates nominated by a University may submit an application to the provincial competition. Each Quebec University may submit
• 4 nominations to the unrestricted competition for each competition: V1, V2 and V3
• 2 nominations for Mexico; and each competition: V1, V2 and V3
• 1 nomination for each country: Brazil and India; and each competition: V1, V2 and V3
• 1 nomination for Wallonie for each competition: V1 and V3. Please take note that there is no V2 competition for this category. The Quebec-Wallonie competition is open to Francophone Belgians.

Eligibility: Candidates
• Must meet all eligibility conditions as of the date of the closing of the competition,
(around November 1, 2010).
• Cannot have already received a merit scholarship for foreign students.
• Cannot be a Canadian citizen or permanent resident of Canada.
• Cannot have applied for permanent resident status under Canadian immigration law.

Programs :
• V1 – Doctoral Research Scholarship: valued at $25,000 per year for up to three years (tenable within the first nine terms of the doctoral program), and MELS will offer all recipients an exemption from paying the international tuition fees and the medical insurance coverage offered by the Régie de l’assurance maladie du Québec. All doctoral sessions, funded or unfunded, completed before the scholarship takes effect are used in calculating the eligibility period.
• V2 – Postdoctoral Fellowship: valued at $35,000 per year for one year non renewable. Postdoctoral fellowships are intended for new researchers who obtained their degree no more than two years before the deadline date for the competition or who submitted their dissertation by January 2011 at the latest, the deadline date for the beginning of the fellowship. Postdoctoral research must be conducted in an institution other than the one that granted the Doctorate.
• V3 – Short-term research or professional development: valued at $3,000 a month for a period of up to four months. These scholarships are intended for technical and university students (Option A) or researchers who have completed a doctorate no more than five years before the deadline date for the competition (Option B).

Concordia Pre-selection phases:
Student/Supervisor Phase – Deadline date July 31, 2010 12:00 p.m. noon
• Since the quota as to the number of candidates Concordia can recommend for each competition minimal (please refer to Summary section above), only applicants who have an overall first-class academic record (A average), for all university studies will be considered for all competitions.
• Applicants (with the help from their proposed supervisor) must complete the Concordia pre-selection application form which is based on the FQRNT application form for each of the competitions (V1, V2 and V3).
• Applicants must supply a copy of all university level transcripts for all competitions V1, V2 and V3. (Please note that nominated students will have to submit original Official Transcripts to FQRNT by the agency application deadline date).
• Applicants for the V2 and V3 competitions must supply a letter of acceptance from their supervisor on the form supplied.

Department Phase – Deadline date to submit to the Graduate Awards Office is August 16, 2010 12:00 p.m. noon
• Departments must ensure that only candidates with an overall first-class academic record are recommended to the University competition.
• Departments may select only their top candidate(s) to put forward to the Graduate Awards Office.
• A Nomination Form and check list must be completed for each recommended application.
• If the Department is nominating more than one than one candidate to a competition (i.e. V1 – Unrestricted) a Department Ranking Form must be completed and included with the application.

Concordia Pre-selection Forms:
Note on the use of fillable Acrobat forms: If you are using the free Acrobat Reader, you will not be able to save the information you enter on the forms. We recommend that you compose any lengthy text in a word format and copy/paste it into the Acrobat Reader forms. It is also important to save the information in case the application is recommended for the provincial competition (to avoid the duplication of work).
